A new on-line safety reporting system, capable of collating greater amounts of incident data, analysis and business intelligence, has been unveiled by the RSSB and is due to go live at the end of the year.
The introduction of the RSSB-led programme ‘SMIS+’ marks the first step in replacing increasingly outmoded technology for industry’s risk and reporting systems. This includes the existing management system known as ‘SMIS’, which was first set up in 1997. The RSSB believes this served the industry well but no longer offers the potential sought after by rail companies in order for them to make the next step change in health and safety risk control.
New opportunity to transform the Safety Management Intelligence System into a cloud-based enterprise system
SMIS is the rail industry’s national database for recording safety-related incidents that occur on the national mainline rail network in Britain. The database is managed by RSSB which supports the collection, analysis and sharing of information. According to the RSSB, train and freight operators enter about 75,000 events into SMIS each year, and now industry wants to seize the opportunity to exploit more modern IT to transform it into a completely new cloud-based enterprise system.
The new Safety Management Intelligence System will allows greater freedom for companies to create their own safety intelligence reports, using a far more contemporary and user friendly interface both to input and analyse the data.
The RSSB also believes rail firms will benefit from updated risk-based data sets, allowing them to capture and structure the ‘shopping list’ of information needed for analysis.

Commenting on the introduction, RSSB’s Director of System Safety, George Bearfield said: “Britain’s railways are among the safest and most intensively used in the world, built on a mature approach to health and safety, and evidence-based decisions grounded in high quality data. But the systems we’ve relied on thus far, won’t take us any further.”

The RSSB, together with its members, is preparing for the implementation of Phase 1, transitioning from the ‘old’ SMIS and providing opportunity for testing and training on the new system.
